Node A is not opening the channel Swap 13561, what can I do? Can you remove it?

In this case you can't rebalance anymore since both channels have SATs on their side. It's likely one of the channels already routed SATs. No need to rebalance.

halfway. in order tho rebalance the channels has peer A few sats in his channel. That means, either he deposits some sats in his channel or close the channels?

If he opened to somebody he has to have SATs in that channel.
